10月14日,国际关系与媒体研究所副所长亚瑟尔在巴基斯坦乌尔都语报刊《时代之声》发表《习近平谈治国理政》第四卷解读文章。全文如下:

President Xi Jinping’s “Global Governance” Project


At present, establishing a global governance and multilateral system based on fair principles is a big challenge for the international community. Being a prudent state in this regard, China is carrying out its responsibility well. China, under the leadership of President Xi Jinping, has played an important role in maintaining the balance of the global order.


In the past years, China has emerged as a key player in the promotion of effective global governance and the multilateral system. Chinese President Xi Jinping has always put the interests of the people first while advocating economic globalization. In the recently published book Xi Jinping: The Governance of China IV, which is based on his speeches from 2020 to 2022, he repeatedly discussed the importance of global governance and multilateralism.


During his speech at the 12th BRICS Summit in November 2020, he said that the trend towards economic globalization is an undeniable fact. He said that with concrete steps we can make the world a better place for everyone. According to President Xi, the world is becoming more unstable due to challenges such as public health, terrorism, food security, climate change, and cybersecurity, leading to growing suspicions between ordinary people and governments. Meanwhile, the world is becoming culturally diverse, economically globalized and multipolar. At this time, the United Nations is demanding peace and development. On this important occasion, all countries should increase their mutual support and cooperation, work on common goals and uphold the ideals of human community. He also said that the global governance system should be advanced. And we must cooperate to deal with global problems.


The foundation of the current international system is multilateralism, a successful strategy for maintaining peace and promoting development. Similarly, President Xi presented a comprehensive way forward for the world during his special address at World Economic Forum Virtual Event of the Davos Agenda. According to President Xi, we are going through the worst recession since the outbreak of Covid-19. At the moment, trade and investment are stagnant, he suggested that first we should enhance macroeconomic policy coordination and jointly promote strong, sustainable, balanced and inclusive growth of the global economy. Second, President Xi urged world leaders to abandon ideological bias and jointly pursue the path of peace and development. He said that all the countries of the world are not the same, there is diversity in the history, culture and social system of these countries. Each country is unique with its history, culture and social system and no one is superior to the other. What matters is whether a country's social system is compatible with national conditions, whether that country enjoys public support, whether it provides political stability, social progress and better lives, and whether it contributes to human development. Third, President Xi called for bridging the gap between developed and developing countries and jointly bringing development and prosperity to all.  According to President Xi, today inequality continues to grow rapidly, the gap between north and south remains unbridged and sustainable development faces serious challenges. As countries grapple with the coronavirus pandemic, their economic recovery faces different challenges and there is a risk that the difference between North and South will widen. Developing countries need more resources for development, for which they urgently need a strong representation and a strong voice in global economic governance. President Xi's fourth point is mutual cooperation against global challenges and joint focus on humanity creating a better future. In his book Xi Jinping: The Governance of China IV, on page 534, he stated that in this era of economic globalization, there is a risk of public health emergencies like Covid-19 reoccurring and that global public health governance needs to strengthen.


The future of humanity depends on scaling up our efforts to combat climate change and promote sustainable development. No global problem can be solved by a single country, so collaboration in the global response is critical.


A key tenet of President Xi's vision is his focus on the benefit of ordinary people rather than specific elites or elite institutions. Therefore, President Xi Jinping's reform and progressive ideology is popular not only among intellectuals, but also among the peopleof the whole world. Addressing the general debate of the 76th session of the United Nations General Assembly on September 21, 2021, President Xi focused on increasing mutual trust and overcoming difficulties to build a better world. He stated that it is not easy to eliminate differences and problems between countries, so they need continuous efforts to resolve them through dialogue and cooperation on the basis of equality and mutual respect.


One country's success does not come at the cost of another's failure. President Xi urged the world to pursue dialogue and inclusiveness instead of confrontation. He emphasized that we need to build a new model of international relations based on mutual respect, equality, justice and cooperation for development.
